Point is, it’s rare to have enough evidence to apprehend the person. It’s way more difficult than you think to try to count how many chips are in a pot, or even a blackjack bet, from a two dimensional overhead perspective with no audio. I think we maybe once suspected a poker dealer of doing this from the pots but we could never find hard evidence. We would typically have floor personnel stealing chips from dealer tip drop boxes and sometimes dealers taking from their tray but that was usually at the cage at the end of their shift where they didn’t think they were on camera.
